The success of NWC has been built on a public private sector partnership (PPP).  From the outset this PPP has been based on the following:

  1. The public sector (government and aid donor) providing the land, the investment capital and quarantine  certification
  2. The  private sector (the industry – farmers and exporters) managing the service through their Cooperative, providing operating and working capital, equipment R&M, and providing outreach program (research and extension) for members.

This successful PPP has has become the envy of the Pacific island region.
